Vision 2032: The South Caucasus in 10 years

06.08.2022 (Caucasian Journal) What is "Vision 2032"? Recently Caucasian Journal decided to contact some top leaders of civil society and business to ask about their vision of our region in a 10 years perspective, and what can be done to ensure the future would be brighter🙂
The answers that we are receiving are "Vision 2032". You are welcome to share your own vision, and to read what other decision-makers think.

Zaza Bibilashvili, Founder, the Ilia Chavchavadze Center for European Studies and Civic Education, Founding partner, BGI Legal:

1. My country could be a real paradise on Earth, if…
…if Georgians had a better historical memory, making the nation more resilient when facing recurring external threats and leading to more rational daily and political decisions by the citizenry.
…if Georgians could manage to unite for common cause and rid our country of toxic Russian interference in our public life, designed to fuel polarization, flare anti-Western sentiments and shake the public’s trust in the future of this country. 

2. What must be done – and what I can do…
We need to agree on a common vision of our newest history (i.e., the period since Georgia’s regaining independence in 1991), making it possible to heal open wounds and move forward as a nation. We need to reflect on our recent past (the last three decades), address mistakes on all sides, and attempt to unify in good faith, beyond petty self-interest. 

I am working daily through the Chavchavadze Center on projects such as “Project Common Sense – civil society vis-a-vis politics”, “Civic Memory”, “Youth for Justice”, “Intra-Party Democracy” and others. We (the Center’s team and our friends) travel about Georgia, visit towns and villages, schools, community centers, civic engagement centers, youth clubs and libraries holding interactive discussions, film screenings, trainings, mock debates, town hall meeting with hundreds of young citizens, promoting good citizenship, active engagement, critical thinking, “Western” values and teaching how to counter the Russian propaganda aimed at undermining Georgia’s Western path.  

3. Shall we still need borders between our 3 countries in 2032, or shall we follow the EU’s model?
The EU model for South Caucasus would be ideal, though this does not seem likely in a foreseeable future for a variety of subjective and objective reasons.

1. My country could be a real paradise on Earth, if…
My people recognize that it belongs to us and only we (and not anybody else from around the world), are responsible for our future and for any achievement (not “others”)!

2. What must be done – and what I can do…
Education! This is the only recipe for success! 

What I can do is to support this idea anywhere and anytime. To promote in my community professional/theoretical learning at any level.  

3. Shall we still need borders between our 3 countries in 2032, or shall we follow the EU’s model?
I think we should keep as it is now!

My country will become member of European Union and market. 

2. What must be done – and what I can do…
Decentralization of government structure; more support and funding for regional, local actions and jobs; create funds to develop green and sustainable business projects. 

3. Shall we still need borders between our 3 countries in 2032, or shall we follow the EU’s model?
I think, we still need borders between our 3 countries, but support for more economic and transport links integration.

1. My country could be a real paradise on Earth, if…
People would focus more on self-development, hard work and education. This would lead to more happy and healthy relationship between different groups of society and individuals. Assessment of political, economic and social challenges that we face would be more rational, tolerant and pragmatic. All above would bring all benefits that are reflected in 12 requirements of granting status of candidate to EU membership and should be fulfilled by Government. 

I guess that most important part of having paradise here is that people should agree that they want to live in paradise and to agree how we should achieve it together and not individually, what should each of us do in the next 10 years starting from today for this success and prosperity.  

2. What must be done – and what I can do…
Depolarization inside society is the most challenging problems that Georgia faces nowadays. This problem can bring us to a very deep confrontation inside the country which could destroy the country as it happened in the beginning of 90s. From my point of view, in such political and social crisis it should be announced a national reconciliation inside the society and politicians, new election with new and fair rules should be initiated and before the stabilization of global and local environment people should agree to live with rules that will help the country survive.  I’m ready to participate and contribute in such or similar reconciliation in case it would be supported by major political parties and other actors that have impact over the society and would contribute in legal formation as well as implementation of follow up strategy of such major act that is so important for my country..  

3. Shall we still need borders between our 3 countries in 2032, or shall we follow the EU’s model?
I do not think that borders would be of much importance in 2032 in case of stabile and sustainable development of our countries but as for now, we have to bring ourselves and others to the position to think and act as EU countries.
